This quote has a meaning that if you know or see something being done and is wrong and you stay still and do nothing about it because you're afraid or scared, that's one of the lowest things you could do , it just shows how weak you really are. Even by seeing wrong things being done and staying quiet doesn't mean you're doing right, it shows your weakness. This quote really falls under the category of "choosing the right" .
